Sea Trials

On February 22, 2022, Naval Group started the first sea trials of the FREMM DA ‘Lorraine’ (D657), an important step before the frigate’s delivery. For several days, the eighth FREMM to be delivered to the French Navy and second with enhanced air defence capabilities (FREMM DA), will undergo sea trials off the coast of Brittany.

Ordered by the Organisation for Joint Armament Cooperation (OCCAR), on behalf of the French Procurement Agency (DGA) and the French Navy, the FREMM DA Lorraine (D657) is the eighth and last multi-mission frigate to be built for the French Navy. It is also the second FREMM with enhanced air defence capabilities (FREMM DA).

Two hundred and fifty people are mobilized to prepare this first sea trial. This session will enable the performance of the ship’s propulsion and navigation systems to be tested. Several campaigns will then be carried out to test all the systems. FREMM DA Lorraine (D657) will then be delivered by the end of the year.

After being launched in November 2020, the first sea trial of the FREMM DA Lorraine (D657) is taking place on schedule and in accordance with the company’s contractual commitment to deliver the ship in 2022. Naval Group’s teams and partners’ have been mobilized to meet this milestone despite the Covid crisis.

The FREMM program proceeds according to the schedule established by the last Military Planning Law (LPM). Seven FREMMs have already been delivered to the French Navy between 2012 and 2021. Aquitaine (D650) in 2012, Provence (D652) in 2015, Languedoc (D653) in 2016, Auvergne (D654) in April 2017, Bretagne (D655) in July 2018, Normandie (D651) in July 2019 and Alsace (D656) in April 2021. Internationally, the Mohammed VI (701) was delivered to Morocco in 2014 and the Tahya Misr (FFG-1001) delivrerd to Egypt in 2015.

 

FREMM benefited from the program’s feedback, from the start of the construction

With 3,500 hours at sea per year, the FREMMs’ level of availability at sea is unmatched and is an important source of information. The permanent dialogue between the navies, the DGA, the OCCAR, as well as the construction and maintenance teams, enables Naval Group to propose technologies adapted to the evolution of its customers’ operational needs.

As a result of this operational feedback, the FREMM DA Lorraine (D657) benefits from the deployment of new functions: enhanced cyber capabilities, deployment of Liaison 22 (link between NATO military units), reduced width mast, replacement of the optronic artillery fire control by a radar/optronic fire control, or the integration of a tactical table.

 

A polyvalent FREMM that has mobilized all the know-how of Naval Group and its industrial partners

Multi-mission frigates, designed and built by Naval Group, are polyvalent, stealthy and highly automated ships capable of responding to all types of air, sea, submarine or land threats.

The operational excellence of FREMMs is recognized worldwide, such as by the U.S. Navy, whose 6th Fleet has awarded the Hook’em Award to four FREMMs for their excellence in anti-submarine warfare two years in a row.

A multi-mission frigate represents four million hours of work, about half of which benefits the supply chain and local actors. The design, construction and maintenance of FREMMs mobilize two hundred and fifty unique skills, some of which are so specific that they require up to eleven years of training (carpenter-sheet metal worker, hull welder, boilermaker, etc.).

The frigate will be based in Toulon alongside the FREMM DA Alsace (D656) to provide air defence for major units such as the Charles de Gaulle aircraft carrier or the amphibious helicopter carrier (PHA), as part of a naval or amphibious strike group. The FREMMs with enhanced air capabilities, Alsace (D656) and Lorraine (D657), are thus able to carry out the same anti-submarine warfare missions as the other FREMMs in the series, in addition to their enhanced air capabilities.

The FREMM DA also use the most advanced weapons and equipment systems such as the Herakles multifunction radar supplied by Thales, the Aster 15 and 30 and Exocet MM 40 missiles, the MU 90 torpedoes and three additional Combat Management System Setis consoles in the «central operations». Like the other FREMMs, the Lorraine will carry the NH90 helicopter (Caiman Marine), whose use is supported by the SAMAHE system supplied by Naval Group.

The first in «full» version

On February 12, 2022, the technical launch of the fourth Multipurpose Offshore Patrol ship (PPA – Pattugliatore Polivalente d’Altura) «Giovanni delle Bande Nere» (P433) took place at Fincantieri’s shipyard in Riva Trigoso (Genoa).

This PPA, to be delivered in 2024, is the first in «full» version, which means equipped for a complete defence ability, and the first to be supplied with generator sets by Isotta Fraschini Motori, a Fincantieri subsidiary specialized in the production of diesel engines.

The vessel is part of the renewal plan of the operational lines of the Italian Navy vessels, approved by the Government and Parliament and started in May 2015 («Naval Act») under the aegis of OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms).

 

Vessel’s characteristics: PPA – Multipurpose Offshore Patrol Ship

The multipurpose offshore patrol vessel is a highly flexible ship with the capacity to serve multiple functions, ranging from patrol with sea rescue capacity to Civil Protection operations and, in its most highly equipped version, first line fighting vessel. For the seven vessels of the program there will be indeed different configurations of combat system: starting from a «soft» version for the patrol task, integrated for self-defence ability, to a «full» one, as described above. The patrol ship is also capable of operating high-speed vessels such as RHIB (Rigid Hull Inflatable Boat) up to 11 meters/36 feet long through lateral cranes or a hauling ramp located at the far stern.

The PPAs will be built at the Integrated Shipyard of Riva Trigoso and Muggiano, with deliveries expected until 2026.

Giovanni delle Bande Nere – Ludovico di Giovanni de’ Medici, also known as Giovanni delle Bande Nere (born April 6, 1498, Forli – died November 30, 1526 Mantua), was an Italian Renaissance «condottiero» (captain of mercenary forces). He belonged to a cadet branch of the Medici.

The light cruiser that during World War II was named after him was launched in 1930. During the conflict, equipped with seaplanes, Bande Nere participated in the Battle of Calabria. Later deployed to the Aegean Sea to attack enemy units, she took part in the battle off Cape Spada, fighting against an Australian cruiser and 5 British destroyers. Successful missions conducted by Bande Nere included the laying of Minefield T, a coastal mine barrier off Tripoli, which caused the sinking of an enemy cruiser and a destroyer, besides severely damaging other two cruisers. This was the most significant result ever achieved thanks to minelaying during WW II. During the Second Battle of Sirte, Bande Nere hit another British cruiser. In 1942, returning from one of her missions, she was fatally torpedoed off the island of Stromboli.

In 2019, during a technical verification and surveillance of the seabed in the Tyrrhenian Sea near Stromboli, the Italian Navy’s minesweeper Vieste found the wreck of the Light Cruiser sunk 77 years before with her brave crew.

Logistic Support Ship

The consortium – Raggruppamento Temporaneo di Impresa (RTI) – led by Fincantieri has signed with OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for joint armament cooperation) a contract for the construction of a second Logistic Support Ship (LSS) for the Italian Navy, which also includes the option for a third ship.

The LSS will be entirely built at the Castellammare di Stabia shipyard, with delivery scheduled for 2025. The value of the contract is approximately 410 million euros including the combat system.

The order also includes the provision of support over the lifecycle of the vessel in the first ten years, divided into logistics and in-service support (maintenance), as well as the supply of naval components and machinery produced by Fincantieri Mechanical Systems and Components Unit, including shaft lines, steering system, manoeuvring thrusters, fin stabilizers and other handling systems.

As part of the multi-year program aimed at safeguarding Italy’s Defence at-sea capacity (known as the «Naval Act»), Fincantieri is currently building seven multi-purpose offshore patrol vessels (PPA) and the «Trieste» Landing Helicopter Dock (LHD). Last March, it delivered the «Vulcano» LSS, a project that was also acquired by the French Navy for the definition of the Flotlog programme, a series of units built in partnership with the Castellammare di Stabia shipyard.

The basic characteristic common to all three classes of ships is their very high level of innovation, which makes them extremely flexible in their various profiles of use with a high degree of efficiency. Most importantly, it will be possible to use these units in a complementary way even for non-military-related activities, such as, for example, supporting civil protection in humanitarian assistance and disaster relief. Moreover, their environmental impact is low, thanks to advanced low pollution emission generators and electric-drive propulsion motors and biological waste control systems.

 

LSS – Logistic Support Ship

The LSS is a vessel that provides logistics support to the fleet, endowed with hospital and healthcare capabilities thanks to the presence of a fully equipped hospital of approximately 800 square metres/8,611 square feet, which includes: 2 operating rooms with pre-anaesthesia, a radiology room, a dentist’s office, a gynecological office, 2 emergency rooms, a clinical diagnosis lab and blood bank, an intensive care room, a CT scan room, and a burns room. The ship combines the ability to transport and transfer to other transport vessels liquid cargo (diesel fuel, jet fuel, fresh water) and solid cargo (spare parts, food and ammunitions) and to perform at sea repairs and maintenance work for other vessels. The defence systems are limited to the capacity of command and control in tactical scenarios, communications, and non-lethal dissuasive defence systems. The LSS is also capable of embarking more complex defence systems and becoming a platform for intelligence and electronic warfare systems.

Alsace

The 16th April 2021 in Toulon, in presence of the French Minister of the Armed forces Florence Parly, Naval Group delivered the FREMM DA Alsace (D656), in accordance with its schedule commitments and expected performances. Intended for the French navy, Alsace (D656) is the first of the two air defence frigates with enhanced air defence capability and the seventh FREMM multimissions frigate ordered by OCCAR for the French defence procurement agency (Direction générale de l’armement – DGA) for the French Navy.

FREMM DA Alsace (D656) is the first frigate with enhanced air defence capability. Her role will be the anti-aircraft defence of major units such as the Charles de Gaulle aircraft carrier, or that of PHA-type landing helicopter docks, within the framework of a naval air and amphibious group.

Despite the health crisis, the FREMM DA Alsace (D656) is being delivered on schedule by shifts from Naval Group and its industrial partners. Benefiting from the experience acquired on the FREMM already delivered, it also incorporates several capability upgrades in response to rapidly changing technologies (communications, cyber defense, etc.).

The main milestones of FREMM DA Alsace (D656):

  • February 2018: Key laying of the first block;
  • April 2019: Floating out of construction dock;
  • October 2020: First sea trial;
  • 16 April 2021: Delivery in Toulon.

 

An industrial success that mobilises the skills of the entire naval industry

The FREMM program mobilises many skills and hundreds different trades including architects, boilermakers, welders, mechanics, systems engineers, etc.

Like the other units of the FREMM series, Alsace (D656) represents around three million working hours from conception to delivery, half of these working hours are provided by Naval Group sites. In addition to Lorient where the frigate is designed and assembled, Toulon-Ollioules and Paris-Bagneux are also involved for the combat system, Nantes-Indret for the propulsion, Angoulême-Ruelle for the equipment, and Saint-Tropez for the underwater weapons.

The other half of the work hours is accounted for by Naval Group’s partners and subcontractors. Indeed, the FREMM program benefits from the best equipment on the market and calls on a large number of companies, including Thales, MBDA, Sagem, Jeumont, MTU, Oto Melara and Avio.

Alsace (D656) will be based in Toulon, where the teams of the Services Department will deploy all their industrial resources and skills to ensure the operational availability of this ship.

A ten frigates program

Since 2005, when OCCAR entrusted Naval Group the industrial production of the FREMM program for France, Naval Group has built nine ships, seven for the French Navy and two for the Royal Moroccan Navy and the Royal Egyptian Navy, respectively. The eighth and last FREMM DA for France is scheduled in 2022.

FREMM DA Alsace (D656) uses the most advanced weapon systems and equipment

Heavily armed like all FREMM frigates, Alsace (D656) was designed to answer the operational requirements of the French Navy. She benefits from the continuous evolution intrinsic to the FREMM program to incorporate the latest technological developments and integrates the latest developments ordered by OCCAR, according to an unchanged delivery schedule.

The architecture of the first units of the FREMM series designed by Naval Group has been retained. What characterises the FREMM Alsace is her increased anti-air warfare capabilities.

The FREMM DA uses the most advanced weapons systems and equipment, such as the Herakles multifunction radar, the Aster 15 and 30 and Exocet MM 40 missiles and the MU 90 torpedoes. Like the other units of the FREMM series, she carries the NH90 helicopter (Caïman Marine), whose use is supported by the SAMAHE system supplied by Naval Group.

The performance of her combat system is strengthened with increased radar and communication capabilities, a new radar and electro-optical fire control system as well as Naval Group SETIS Combat Management System equipped with specific air defense functions.

FREMM Lorraine

Naval Group has launched the FREMM Lorraine (D657) in Lorient on Friday 13th November. This ship was ordered by the French General Directorate of Armament (DGA) on behalf of the French Navy. The program management is entrusted to the Organization for Joint Armament Cooperation (OCCAR). The FREMM Lorraine (D657) is the tenth unit of the FREMM series produced by Naval Group, and the eighth and last one added to the French Navy’s fleet.

It is also the second FREMM frigate of the FREMM DA type, presenting an enhanced air defence capability.

The French Minister of Armed Forces (Minister of Defence) Florence Parly, Admiral Pierre Vandier, Chief of Staff of the French Navy, and General Engineer Emmanuelle Thivillier, in charge of naval programs at the French General Directorate of Armament (DGA) as well as the Chairman and CEO of Naval Group, Pierre Eric Pommellet, alongside employees from the Lorient site participated to the launching ceremony.

 

The launch of the eighth French Navy’s FREMM

Fifty-four months after the start of the production, the FREMM DA Lorraine (D657) left the construction form of Naval Group site in Lorient. This operation took place on Friday 13th November 2020, fully complying with the schedule set by the Military Planning Law, while respecting the safety and health rules currently enforced.

Technical adaptations have been made on both FREMM DA such as a more powerful multifunction radar supplied by Thales, enhanced communications, three additional consoles of the Setis Combat Management System in the «central operations center» with an enhanced air defence capability through the use of Aster 15 and Aster 30 missiles. The FREMM DA also benefits from a new mast, optimized to increase detection performance. In addition to performing the same anti-submarine warfare missions as the previous FREMMs, the FREMM DAs will be responsible for the air defence of major units: Charles de Gaulle aircraft carrier, or amphibious helicopter carriers (PHA) as part of the naval or amphibious air group.

More generally, the FREMM frigates integrate the evolution of systems over time to ensure the latest units of the series benefit from the latest technologies such as: additional cyber capabilities, deployment of Liaison 22 (liaison between NATO military units), integration of a tactical digital table, etc.

 

Meeting the operational requirements of the French Armament Procurement Agency (DGA)

Naval Group’s site in Lorient offers industrial infrastructures that enable us to meet the technical and technological challenges of the latest generations of military ships, including a 15,000 m2 covered construction form.

The design tools and methods have evolved considerably during the FREMM program thanks to virtual reality. All of the ship’s data, including equipment operating data, is integrated into a digital mock-up. The infrastructures have also been modernized, including the extension and renovation of the construction nave, the installation of three covered paint booths and the extension of the quay.

 

Ensuring the preservation of key competencies

To deliver frigates with the required military performance, Naval Group has mobilized no less than 250 skills throughout the program. Some of them are very specific and rare and are often the result of a long or even very long acquisition: sheet metal carpenter, formator-straightener, hull welder, pipe fitter…

Naval Group promotes the recruitment of young talents and has recruited 400 work-study students since the beginning of the year and even during the sanitary crisis. This is 50 more than in 2019 and Naval Group site in Lorient is home to 58 of them.

Naval Group is also implementing specific training programs to develop these rare and unique skills, through the introduction of the certificate of joint qualification of metallurgy (CQPM). This certification training, takes place alternatively in a training organization and in industrial workshops over twelve months. A CQPM carpenter-sheet metal worker was opened in September 2019, in collaboration with the IUMM of Lorient, at a Naval Group site in Lorient.

Alsace (D656) was launched on April 18, 2019 and will be delivered in 2021. FLOTLOG program

The steel cutting of the first of four forward sections for as many logistic support units LSS (Logistic Support Ship) ordered by Chantiers de l’Atlantique to Fincantieri under the FLOTLOG program («Flotte logistique») took place at the Castellammare di Stabia shipyard.

The sections will be built at the Castellammare di Stabia shipyard with deliveries scheduled between 2021 and 2027.

The FLOTLOG program consists in the construction of four Logistic Support Ships (LSS), destined to the French Navy, by the temporary consortium between Chantiers de l’Atlantique and Naval Group under the Franco-Italian LSS Program led by OCCAR (Organisation for Joint Armament Co-operation) on behalf of DGA, the French Armament General Directorate, and its Italian counterpart, NAVARM (Italian Ministry of Defense).

This cooperation between Chantiers de l’Atlantique and Fincantieri is part of the broader Franco-Italian alliance in the naval surface ship domain.

The highly innovative LSS program, similarly to the units of the multi-year program for the renewal of the Italian Navy’s fleet, provides a considerable degree of efficiency and flexibility in serving different mission profiles.

Furthermore, the LSS unit combines features of transportation and transfer to other vessels of both liquid (diesel fuel, jet fuel, fresh water) and solid loads (emergency spare parts, food and ammunitions).

Replenishment Vessel

The first steel plate of the hull of the first of the four new Bâtiments Ravitailleurs de Force (BRF) – replenishment vessels – of the French Navy has been cut on May 18, 2020 during a ceremony held in the machining workshop of Chantiers de l’Atlantique, in presence of Florence Parly, Minister of the Armed Forces, and Admiral Prazuck, Chief of French Navy. This ceremony marked symbolically the start of the construction of the first vessel of the Flotte logistique (FLOTLOG) program.

The order for the construction of the four ships was notified in January 2019 to the temporary association of companies formed by Chantiers de l’Atlantique and Naval Group. Deliveries are scheduled from end 2022 to 2029. This order for the French Navy is part of a Franco-Italian program led by Organisation Conjointe de Coopération en matière d’ARmement (OCCAR), on behalf of Direction Générale de l’Armement (DGA), the French Defence Procurement Agency, and its Italian counterpart Naval Armaments Directorate (NAVARM).

The BRF with a capacity of 13,000 m3 have a mission of logistical support of the combat vessels of the French Navy. They carry fuel, ammunition, spare parts, as well as food for the vessels.

Compliant with international standards, their characteristics are adapted to their specific missions of support to the aviation group constituted around the aircraft carrier Charles de Gaulle, flagship of the naval air force group.

Chantiers de l’Atlantique carries out the global design and the construction of the four ships, and ensures the integration and the implementation of the embedded systems.

Tenth FREMM

The launching ceremony of the ITS Emilio Bianchi (F-589) frigate, the tenth and last FREMM vessel – Multi Mission European Frigates, took place on January 25, 2020 at the integrated shipyard of Riva Trigoso (Genoa) in the presence of the Italian Minister of Defence, Lorenzo Guerini. The 10 vessels have been commissioned to Fincantieri by the Italian Navy within the framework of an Italo-French cooperation program under the coordination of OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms).

Godmother of the ceremony was Mrs. Maria Elisabetta Bianchi, first daughter of Emilio Bianchi, Golden Medal for Military Value.

For Fincantieri the President Giampiero Massolo welcome, on behalf of the Chief of Defence, General Enzo Vecciarelli, the Chief of Staff of the Italian Navy, Admiral Giuseppe Cavo Dragone, the Governor of the Liguria Region Giovanni Toti, in addition to a number of authorities.

After the launching, fitting activities will continue in the integrated naval shipyard of Muggiano (La Spezia), with delivery scheduled in 2021. The ITS Emilio Bianchi (F-589) vessel, like the other units, will feature a high degree of flexibility, capable of operating in all tactical situations. 472.4 feet/144 metres long with a beam of 64.6 feet/19.7 metres, the ship will have a displacement at full load of approximately 6,700 tonnes. The vessel will have a maximum speed of over 27 knots/31 mph/50 km/h and will have a maximum accommodation capacity for a 200-person crew.

The FREMM program, representing the European and Italian defence state of the art, stems from the renewal need of the Italian Navy line «Lupo» (already removed) and «Maestrale» (some of them already decommissioned, the remaining close to the attainment of operational limit) class frigates, both built by Fincantieri in the 1970s.

The vessels ITS Carlo Bergamini (F-590) and ITS Virginio Fasan (F-591) have been delivered in 2013, the ITS Carlo Margottini (F-592) in 2014, the ITS Carabiniere (F-593) in 2015, the ITS Alpino (F-594) in 2016, the ITS Luigi Rizzo (F-595) in 2017, the ITS Federico Martinengo (F-596) in 2018, and the ITS Antonio Marceglia (F-597) in 2019. The Italian program has been fully implemented with the option exercised in April 2015, regarding the construction of the ninth and tenth vessel, whose delivery is scheduled after 2020. Orizzonte Sistemi Navali (51% Fincantieri, 49% Leonardo) acts as prime contractor for Italy in the initiative, while Armaris (Naval Group + Thales) is prime contractor for France.

This cooperation has applied the positive experience gained in the previous Italo-French program «Orizzonte» that has led to the construction for the Italian Navy of the two frigates «Andrea Doria» and «Caio Duilio».

 

Head of the 3rd Palombaro Class Emilio Bianchi – Golden Medal for Military Value

He was born in Sondalo (Sondrio) on the 22nd October 1912. Volunteer for the Royal Navy since March 1932 and designated to the Palombari category, he attended the specialization course at the Varignano (La Spezia) C.R.E.M. school and at the end he boarded the hydrographic ship Admiral Magnaghi, on which he made two hydrographic cruises in the Aegean and the Red Sea.

In 1934, he embarked on the Fiume cruiser, where he was promoted to petty officer, and in 1936 he was assigned to the 1st Submarine Group of La Spezia. After the promotion to sergeant in 1937, he moved on the 1st MAS fleet, starting the training to become an underwater assault ships operator.

During the war he participated, as 2nd Chief, in the two attempts to force the English base in Gibraltar (October and November 1940), then in the audacious forcing of the base in Alexandria as 2nd operator of the SLC («maiale») n. 221 led by vessel commander Luigi Durand de La Penne. He departed from the Sciré submarine in the night of December 18, and after overcoming the barriers, he entered the port with the chief operator taking his explosive craft under the keel of the English battleship Valiant. It sank after the explosion at dawn on December 19. Due to the hard effort he made during the 5-hour diving, he was struck by oxygen intoxication during the journey, and forced to come back to the surface. He was spotted by the watchmen and, together with his commander, confined in separate cabins below the waterline. Saved by chance after the burst of the mine, which caused the sinking of the ship, he was taken to a prison camp and repatriated at the end of the war. He was promoted to Head of 3rd and 2nd Class in 1954 for war credits, and to Head of 1st Palombaro Class.

As officer of the C.E.M.M., he then served at the Varignano Diving Center, at the Nucleo Sminamento of Genoa and in the end at the Naval Academy of Livorno, ending his career as lieutenant commander.

Italian Vulcano

The Logistic Support Ship (LSS) Vulcano (A5335), named after one of the Eolian Islands North of Sicily, had her First Sea Going on 5th December 2019, logging her first nautical miles in the in the Gulf of La Spezia. This step of the programme is a key contractual milestone towards the delivery of the ship to the Italian Navy (FOAR), scheduled for September 2020.

During the First Sea Going (FSG), several Platform and Combat Systems installed onboard have been tested, especially the propulsion, steering and navigation systems.

Only four years and a half have elapsed since the signature of the LSS contract in May 2015 and the FSG. This is a great achievement for Organisation Conjointe de Coopération en matière d’ARmement (OCCAR) as contracting authority, given the exceptional challenges to finalize, under extreme time constraints, the reconstruction works of the aft part of the ship, after her launch in June 2018. The LSS Vulcano (A5335) FSG bears witness of the success brought by the combined efforts of OCCAR, Italy as Participating State and Industry.

The Vulcano (A5335) is expected to complete her sea trials by September 2020 and to be delivered to the Italian Navy that same month.

With France joining in January 2019, four more Logistic Support Ships will follow the path of their elder sister Vulcano (A5335), being the first delivery expected by the end of 2022.

First Sea Going

PPA1 (Pattugliatore Polivalente d’Altura), named after «Paolo Thaon di Revel» (P430), sailed its first nautical miles in the blue waters of the Gulf of La Spezia on 12th November 2019. The First Sea Going (FSG) is a crucial contractual milestone towards the delivery of the ship to the Italian Navy (FOAR), scheduled for May 2021.

«Paolo Thaon di Revel» (P430) is the First of Class (FOC) PPA in Light configuration. During the FSG, several platform systems/equipment installed on-board have been set up and successfully tested.

The PPA contract was signed on May 2015; only 4 years and a half have elapsed before the FOC FSG, a worldwide remarkable achievement for OCCAR (Organisation Conjointe de Coopération en matière d’ARmement) as contracting authority, given the innovative character of this vessel. PPA1 is expected to complete the sea trials in March 2021 and to be delivered to the Italian Navy in May 2021.

The first four ships (seven under current contract) are currently in the production stage. The second one, also in Light configuration, will be named after the Venetian Doge «Francesco Morosini», and will be launched in March 2020.

PPA – Pattugliatore Polivalente d’Altura

The PPA Programme is an innovative Multipurpose Patrol Ship Programme for Italy. PPA characteristics meet the Italian concept of «Multi-Purpose by Design», a model, shared with the NATO Community, that will allow these ships to be able to cope with dynamic and complex scenarios, as well as to carry out many profiles of operations.

These units, fully interoperable with NATO and EU partners, will be more versatile than the present generation of ships, benefiting from an extensive use of the modularity concept. They are conceived, since the beginning of the design phase, with enhanced “dual use” features, fit for all military tasks and able to intervene also during peace time, supporting Humanitarian and Disaster Relief Assistance Operations.

The PPA will have a smaller environmental footprint, by further reducing the polluting emissions, also by adopting new generation bio fuel and electric propulsion. Some characteristics deserve a special mention: high flexibility and level of innovation, very high speed, long endurance, resilience and seaworthiness, manoeuvrability, modularity, high level of integration and automation, in other words better suited to face the challenges of the 21st century. PPAs will be able to be rapidly deployed at long distances in a broad spectrum of emergency situations, becoming the backbone of the Italian Navy.

The PPA Programme includes Development and Production of 10 ships (seven plus an option for another three) and the In Service Support for ten years. Based on a common platform, PPAs will be delivered in three configurations with incremental capabilities:

  • LIGHT (2 ships): this version has a complete set of artillery;
  • LIGHT PLUS (3 ships): version similar to ‘LIGHT’ but adds a missile firing capability with actuators planned also for ballistic missile defence;
  • FULL (2 ships): able to carry out tasks in all warfare areas such as Anti-Air (AAW), Anti-Surface (ASuW) and Anti-Submarine Warfare (ASW).

LIGHT and LIGHT PLUS have been developed with the «fitted for» approach: every system on the FULL can quickly be deployed also on LIGHT and LIGHT PLUS, facilitating operational flexibility and growing capabilities during the Ships life.

The delivery of the First of Class, in Light configuration, is planned in 2021 and 2024 for the first in Full configuration (FOC F).

The PPA Programme was integrated into OCCAR in 2015.
