Sikorsky, a Lockheed Martin company, will build six production VH-92A Presidential Helicopters under a contract from the U.S Navy. These helicopters are part of the 23 aircraft program of record for the U.S. Marine Corps.

Sikorsky receives second contract to build Presidential Helicopters

Under the terms of the contract, known as Low Rate Initial Production (LRIP) Lot II, Sikorsky will begin deliveries of six VH-92A helicopters in 2022. The remaining production aircraft will be delivered in 2022 and 2023.

«The program continues to progress on budget and within our planned acquisition timeline», said Colonel Eric Ropella, PMA-274 presidential helicopter program manager. «The award of LRIP Lot II reinforces the importance of this Marine Corps no-fail mission especially as we move into the next phase of government testing this year».

 

Helicopter on Track to Meet Milestones

The VH-92A test aircraft at Patuxent River, Maryland, have proven their production readiness by undergoing rigorous U.S. government testing and operational assessments, including more than 1,000 flight test hours establishing the aircraft’s technical maturity and readiness of its mission systems.

Sikorsky has transferred five VH-92A helicopters into government test with the sixth completing modification and entering into government test this spring. The VH-92A program is on track to enter Initial Operational Test and Evaluation (IOT&E) later this year.

«Now that we are ramping up production, the VH-92A program is gaining momentum», said Dave Banquer, Sikorsky VH-92A program director. «This second contract award demonstrates the confidence the U.S. Marine Corps has in Sikorsky’s proven ability to deliver and support the next generation Presidential helicopter».

 

Production of VH-92A Helicopters Underway

All six of the production aircraft from the first Low Rate Initial Production contract are undergoing modifications at Sikorsky’s Stratford, Connecticut plant and are on schedule to begin deliveries in 2021.

Sikorsky and the U.S. Navy integrate mature mission and communication systems into the aircraft. This aircraft provides communication capability to perform the duties of Commander in Chief, Head of State and Chief Executive.

The VH-92A aircraft will provide safe, reliable and capable transportation for the President and Vice President.

This program ensures long term affordability and maintainability by utilizing the Federal Aviation Administration (FAA) certified S-92 aircraft which has industry leading reliability and availability. The S-92 fleet surpassed 1.5 million flight hours in 2019 and averages 14,400 hours of safe flight per month.

Presidential Helicopters

Under the terms of the contract, known as Low Rate Initial Production (LRIP) Lot 1, Sikorsky will begin deliveries of six VH-92A helicopters in 2021. The remaining production aircraft will be delivered in 2022 and 2023. The contract also provides spares and training support.

The contract award follows an affirmative Milestone C decision on May 30 from the U.S. Navy moving the development program into production.

«The authorization to exercise the program’s first Low-Rate Initial Production lot is a testament to the hard work and dedication from the team to deliver this important asset on budget and within the planned acquisition timeline», said U.S. Marine Corps Colonel Eric Ropella, PMA-274 presidential helicopter program manager. «This award is an example of acquisition done right».

 

Helicopter Proves Ready for Presidential Mission

The VH-92A test aircraft at Patuxent River, Maryland, have proven their production readiness by undergoing rigorous U.S. government testing and operational assessments, which included operating on the south lawn of the White House. The VH-92A has flown over 520 flight test hours establishing the aircraft’s technical maturity and readiness of its mission systems.

Prepared for Production

The VH-92A aircraft will provide safe, reliable and capable transportation for the President, Vice President and foreign heads of state.

First Training System Delivered

Lockheed Martin delivered and installed the first VH-92A training device at the Presidential Helicopter Squadron HMX-1 in Quantico, Virginia, earlier this year. Marine pilots, avionics technicians and squadron personnel are actively engaged in hands-on learning through the suite of devices. The Flight Training Device (FTD) is a replica of the VH-92A cockpit to give pilots mission-oriented flight training in a simulation-based training device.

The training suite allows maintainers to hone their skills to effectively maintain the aircraft and practice troubleshooting.

Presidential Helicopter

On August 3, Lockheed Martin announced the first flight of a VH-92A configured test aircraft in support of the U.S. Marine Corps’ VH-92A Presidential Helicopter Replacement Program. The July 28 flight signals the start of the 250-hour flight test program, which will take place at Lockheed Martin facilities in Owego, New York.

The aircraft achieved its first flight, and later that same day completed a second flight at Sikorsky Aircraft in Stratford, Connecticut. Total flight time for the two sorties was one hour and included hover control checks, low speed flight, and a pass of the airfield.

«This first flight of the VH-92A configured test aircraft is an important milestone for the program», said Spencer Elani, director VH-92A program at Sikorsky. «Having independently tested the aircraft’s components and subsystems, we are now moving forward to begin full aircraft system qualification via the flight test program».

As the flight test program proceeds, this test aircraft (Engineering Development Model 1, or EDM-1) will be joined by an additional test aircraft (EDM-2) over the course of the 12-month flight test program. EDM-2 is on track for its first flight later this year.

The VH-92A aircraft is based on Sikorsky’s successful and FAA-certified S-92A commercial aircraft, which recently surpassed one million flight hours. The S-92A aircraft, assembled in Coatesville, Pennsylvania, is being modified to include integration of government-defined missions systems and an executive interior.

The U.S. Navy awarded a $1.24 billion fixed-price incentive Engineering and Manufacturing Development (EMD) contract with production options to Sikorsky on May 7, 2014. The EMD contract will produce a total of six aircraft: two test aircraft and four production aircraft. The production options for the remaining 17 aircraft will be finalized in FY19.

The VH-92A will enter into service in 2020. The VH-92A will transport the president and vice president of the United States and other officials. Sikorsky brings unmatched experience and a proven track record to this mission having flown every U.S. commander-in-chief since President Dwight D. Eisenhower. The VH-92A will continue this legacy for decades to come.

Critical Design Review

Lockheed Martin on July 25 announced the successful execution of the VH-92A Presidential Helicopter Replacement Program Critical Design Review (CDR), signaling the program is ready to proceed to assembly, test and evaluation.

The joint Sikorsky/Naval Air Systems Command (NAVAIR) VH-92A helicopter program team met in July with key collaborators from government and industry for an in-depth design review.

Throughout the review the VH-92A program team successfully demonstrated that the design meets the system requirements. Review participants included NAVAIR and industrial partners who took part in the technical presentations.

«This milestone is an important achievement for our program and demonstrates Sikorsky and NAVAIR are well aligned», said Spencer Elani, Sikorsky director, VH-92A helicopter program. «We got here by completing several milestones on or ahead of schedule. We are committed to staying on that track as we head into the building phase of the program».

Design Review

Sikorsky Aircraft Corporation announced today the successful completion of the VH-92A Presidential Helicopter Replacement Program Preliminary Design Review (PDR), completion of the integration and performance testing of Mission Communications System (MCS) components, and Sikorsky’s acceptance of the second S-92A aircraft for the program. Sikorsky Aircraft Corp. is a subsidiary of United Technologies Corp.

«Completing these three milestones on or ahead of schedule is a fantastic accomplishment. We are committed to executing this program on-time and within budget. These achievements keep this program moving forward», said Spencer Elani, Sikorsky program director, VH-92A.

On May 7, 2014, the U.S. Navy awarded a $1,244,677,064 fixed-price incentive Engineering and Manufacturing Development (EMD) contract with production options to Sikorsky for 21 operational and two test aircraft.

Initial fielding is planned for 2020, with production concluding in 2023. Under the contract, Sikorsky will use its in-production S-92 aircraft and integrate government-defined mission systems and install an executive interior.

The PDR, completed on August 21, allowed the VH-92A team to demonstrate the preliminary design for the VH-92A aircraft, including integration of the MCS, and the supporting logistics elements. Completing this step signals that the program is ready to proceed into detailed design (Critical Design Review).

«This is but one of many steps toward the replacement for our Presidential Fleet of helicopters. I am pleased how effectively we’ve gotten out of the gate and established a solid foundation on which we’ll mature the detailed design work of this important program», said U.S. Marine Corps Colonel Robert Pridgen, program manager for the Naval Air Systems Command’s Presidential Helicopters Program Office. «This team is focused and disciplined. We must maintain both to ensure we meet or exceed the expectations of a program such as the VH-92A in the months ahead».

Engineering Development Model 0 (EDM-0), the first S-92A helicopter for the VH-92A Program, completed MCS testing on August 25. More than 80 hours of ground and flight-testing was conducted over the course of three months in Owego, New York, site of system integrator Lockheed Martin, Sikorsky’s principal supplier on the program.

Sikorsky accepted the second S-92A aircraft for the VH-92A program on September 3 when it was flown from Sikorsky’s commercial aircraft facility in Coatesville, Pennsylvania, to the Stratford, Connecticut, location. This aircraft has commenced the early stages of the modification process.

Sikorsky is working with the U.S. Navy on a fleet of VH-92A helicopters to support the presidential worldwide vertical-lift mission. To help ensure an affordable program, Sikorsky is integrating the already-FAA certified S-92A aircraft with a mature MCS and an executive interior. The VH-92A will continue to provide safe and reliable helicopter transportation for the President and Vice President of the United States and other officials.

Eventual production quantities will be determined over the life of the program, based on Department of Defense funding priorities and subject to Congressional approval of funding.
