Teseo Evolved

MBDA will provide the Italian Navy with the new Teseo Evolved Weapon System, namely Teseo Mk2/E. This new generation system builds on the legacy Teseo family, known worldwide as OTOMAT, and will bring a substantial improvement in anti-ship capabilities. Teseo Mk2/E will efficiently engage both sea and land targets at very long range, with full mission control throughout the missile flight. The system will have an innovative integrated mission planning and a new RF seeker, with options for additional features and capabilities in the future.

MBDA to supply new Teseo Mk2/E anti-ship system to Italian Navy

Teseo Mk2/E is the answer to evolving threats that generate the need to evolve operational requirements. This solution is the result of joint MBDA and Italian Navy technical and programme activities over the past three years that matured the concept of this advanced system.

The Teseo Mk2/E missile system will equip the next generation destroyer (DDX) and could replace the previous Mk2/A version onboard FREMM and Horizon class frigates. The new multi-purpose Offshore Patrol Vessels (PPA – Pattugliatori Polivalenti d’Altura), currently in production, are already fit for Teseo Mk2/E installation in future. In the anti-ship weapon market Teseo Mk2/E will represent a new standard with its very high performance, and will be ready to be tailored for international requirements.

Offshore Patrol Ship

On March 13, 2021, the launch of the third Multipurpose Offshore Patrol ship (PPA) «Raimondo Montecuccoli» took place at Fincantieri’s shipyard in Riva Trigoso (Genoa).

The ceremony, held in a restricted format and in full compliance with anti-contagion requirements, was attended by Senator Stefania Pucciarelli, the Italian Undersecretary of Defence representing the Minister Lorenzo Guerini, Admiral Eduardo Serra, Italian Navy Logistic Commander, and Giuseppe Giordo, General manager of the Naval Vessel division of Fincantieri.

Godmother of the ship was Mrs. Anna Maria Pugliese, daughter of Admiral Stefano Pugliese, who was Commander of the light cruiser «Montecuccoli», which entered into service in 1935 and was uncommissioned from the Italian Navy fleet in 1964.

This vessel, third of seven, will be delivered in 2023 and it is part of the renewal plan of the operational lines of the Italian Navy vessels, approved by the Government and Parliament and started in May 2015 («Naval Act») under the aegis of OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms).

The multipurpose offshore patrol vessel is a highly flexible ship with the capacity to serve multiple functions, ranging from patrol with sea rescue capacity to Civil Protection operations and, in its most highly equipped version, first line fighting vessel. There will be indeed different configurations of combat system: starting from a «soft» version for the patrol task, integrated for self-defence ability, to a «full» one, equipped for a complete defence ability. The vessel is also capable of operating high-speed vessels such as RHIB (Rigid Hull Inflatable Boat) up to 11 meters long through lateral cranes or a hauling ramp located at the far stern.

The Multipurpose Offshore Patrol ships will be built at the Integrated Shipyard of Riva Trigoso and Muggiano, with deliveries expected until 2026.

 

Raimondo Montecuccoli, from Modena, was a general in service within the Austrian Empire. He participated with great success in all the wars fought in Europe – between 1625 and 1675 – by the Habsburg monarchy against the Dutch, Swedes, Turks and French. Initiated to a career in the church, he instead chose the military career with determination, serving the Empire and standing out in several campaigns during the Thirty Years’ War. From 1648, he held a series of very important diplomatic positions in Italy and Europe. At the peak of his career, he became the rank of General Lieutenant of the Empire (1609-1681).

He was a man with a unique culture, a very successful military writer (he was the first to further explore his studies in personnel and logistics), and was mentioned by Ugo Foscolo as the greatest and most learned Italian men at arms.

His name was previously attributed to a light cruiser of the same-named class. Unit characterized by the reputation of a lucky ship, in the headlines since 1937, when she was sent, with only twenty-four hours notice, to China. Protagonist of the battle of Pantelleria, on June 15, 1942, the vessel resulted in the loss of the destroyer «Bedouin», the «Kentucky» tank, as well as in the damage to the cruiser «Cairo», the destroyers «Ithuriel» and «Partridge», and the minesweeper «Hebe».

First Sea Going

PPA1 (Pattugliatore Polivalente d’Altura), named after «Paolo Thaon di Revel» (P430), sailed its first nautical miles in the blue waters of the Gulf of La Spezia on 12th November 2019. The First Sea Going (FSG) is a crucial contractual milestone towards the delivery of the ship to the Italian Navy (FOAR), scheduled for May 2021.

«Paolo Thaon di Revel» (P430) is the First of Class (FOC) PPA in Light configuration. During the FSG, several platform systems/equipment installed on-board have been set up and successfully tested.

The PPA contract was signed on May 2015; only 4 years and a half have elapsed before the FOC FSG, a worldwide remarkable achievement for OCCAR (Organisation Conjointe de Coopération en matière d’ARmement) as contracting authority, given the innovative character of this vessel. PPA1 is expected to complete the sea trials in March 2021 and to be delivered to the Italian Navy in May 2021.

The first four ships (seven under current contract) are currently in the production stage. The second one, also in Light configuration, will be named after the Venetian Doge «Francesco Morosini», and will be launched in March 2020.

PPA – Pattugliatore Polivalente d’Altura

The PPA Programme is an innovative Multipurpose Patrol Ship Programme for Italy. PPA characteristics meet the Italian concept of «Multi-Purpose by Design», a model, shared with the NATO Community, that will allow these ships to be able to cope with dynamic and complex scenarios, as well as to carry out many profiles of operations.

These units, fully interoperable with NATO and EU partners, will be more versatile than the present generation of ships, benefiting from an extensive use of the modularity concept. They are conceived, since the beginning of the design phase, with enhanced “dual use” features, fit for all military tasks and able to intervene also during peace time, supporting Humanitarian and Disaster Relief Assistance Operations.

The PPA will have a smaller environmental footprint, by further reducing the polluting emissions, also by adopting new generation bio fuel and electric propulsion. Some characteristics deserve a special mention: high flexibility and level of innovation, very high speed, long endurance, resilience and seaworthiness, manoeuvrability, modularity, high level of integration and automation, in other words better suited to face the challenges of the 21st century. PPAs will be able to be rapidly deployed at long distances in a broad spectrum of emergency situations, becoming the backbone of the Italian Navy.

The PPA Programme includes Development and Production of 10 ships (seven plus an option for another three) and the In Service Support for ten years. Based on a common platform, PPAs will be delivered in three configurations with incremental capabilities:

  • LIGHT (2 ships): this version has a complete set of artillery;
  • LIGHT PLUS (3 ships): version similar to ‘LIGHT’ but adds a missile firing capability with actuators planned also for ballistic missile defence;
  • FULL (2 ships): able to carry out tasks in all warfare areas such as Anti-Air (AAW), Anti-Surface (ASuW) and Anti-Submarine Warfare (ASW).

LIGHT and LIGHT PLUS have been developed with the «fitted for» approach: every system on the FULL can quickly be deployed also on LIGHT and LIGHT PLUS, facilitating operational flexibility and growing capabilities during the Ships life.

The delivery of the First of Class, in Light configuration, is planned in 2021 and 2024 for the first in Full configuration (FOC F).

The PPA Programme was integrated into OCCAR in 2015.

Offshore Patrol Ship

The steel cutting ceremony of the Multipurpose Offshore Patrol Ship (PPA) took place on February 13, 2017, at Fincantieri’s shipyard in Muggiano (La Spezia), officially marking the beginning of construction works on the first unit.

The ceremony was attended among others by the Undersecretary of State for Defence, Domenico Rossi, by the Chief of Staff of the Italian Navy, Admiral Valter Girardelli, by the General Manager of Fincantieri, Alberto Maestrini, and by the Senior Vice President Naval Vessels Business Unit & Italy Business Unit of Fincantieri, Angelo Fusco.

The PPA, first of seven units, will be delivered in 2021 and it is part of the renewal plan of the operational lines of the Italian Navy vessels, approved by the Government and Parliament and started in May 2015.

The project as a whole involves the construction of nine units, including seven PPAs, one multipurpose amphibious unit (LHD or Landing Helicopter Dock), and one logistic support unit (LSS or Logistic Support Ship).

RINA Services is also involved in the program. The experience gained in a number of past projects, as well as the close cooperation with the Italian Navy at international level for the development of the Naval Ship Code (a standard equivalent to the SOLAS – Safety of Life at Sea, but applicable to naval vessels, developed by the International Naval Safety Association which includes RINA, the Italian Navy and the main NATO’s Navies) have allowed to fine-tune the ways of cooperating, overcoming the traditional concept of class and taking the specific technical and operational needs of the Navy into greater account.

Fincantieri, one of the world’s largest shipbuilding groups and reference player in the naval shipbuilding industry, and Finmeccanica, Italy’s leading manufacturer in the high technology sector, will build and equip the units set out in the renewal plan of the Italian Navy’s fleet.

In the framework of this plan, OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms) has signed the order of the contractual performance for the construction of six patrol vessels (PPA, or Multipurpose Offshore Patrol Ship), with four more in option, and for one logistic support unit (LSS or Logistic Support Ship) with the consortium (Raggruppamento Temporaneo di Impresa – RTI) consisting of Fincantieri, agent, and Finmeccanica, through its subsidiary Selex ES, principal.

The value of the contracts for the seven units is approximately 3.5 billion euros (US $4 billion), of which Fincantieri’s share amounts to approx. 2.3 billion euros (US $2.6 billion) and the one of Finmeccanica to about 1.2 billion euros (US $1.4 billion).

The contracts provide different activation phases. Today OCCAR has started Phase 1 for the construction of the first PPA and the logistic support unit for a total value of 372 million euros (US $419 million), of which Fincantieri’s share amounts to 220 million euros (US $248 million) and Finmeccanica’s one to 152 million euros (US $171 million). The activation of the next phases concerning the other units is expected to take place in the upcoming months.

The delivery of the logistic support unit is scheduled for 2019, while the first patrol vessel is expected to be delivered in 2021. The delivery of the following patrol vessels is planned for 2022, 2023, 2024 (two units) and 2025.

In general, this multi-year program for the renewal of the Navy’s fleet (known as the «Defence Act») will employ a total funding of 5.4 billion euros (US $6 billion) and foresees the construction, in addition to the aforementioned units, of one transport and landing unit (LHD) through a public contract with the Italian Ministry of Defence currently being finalized. In particular:

  • 1 logistic support unit (LSS or Logistic Support Ship);
  • 6 patrol vessels (PPA, or Multipurpose Offshore Patrol Ship) and 4 more in option;
  • 1 transport and landing unit (LHD or Landing Helicopter Dock).

The fundamental characteristic common to all three classes of ships is their high level of innovation providing them with a considerable degree of efficiency and flexibility in serving different mission profiles. In particular, these are dual use vessels, meaning that they may be used for both standard military purposes and for civil protection and rescue at sea operations, and they also have a low environmental impact thanks to a state-of-the-art auxiliary propulsion system generating a low level of pollution emissions (electric engines) and biological waste control system.

The consortium (RTI) was established according to the cooperation agreement in the field of naval vessels construction signed last October between Fincantieri and Finmeccanica. Pursuant to the agreement, Fincantieri acts as a sole interface to the client, while allowing to enhance Finmeccanica’s products range in the naval field.

In addition to building the vessels at its shipyards, Fincantieri will provide support over the lifecycle of the vessels in the first ten years, through the supply of logistic services (training courses, spare parts, technical documentation) during the construction of the vessels and of ISS or In Service Support (maintenance services), carried out during post-delivery operations, as well as components and naval machinery produced by the Marine Systems and Components Unit, such as shaft lines, wheelhouse, maneuvering propellers, fin stabilizers and other handling systems, the automation system and a part of the special supplies for PPAs delivered by the subsidiary Seastema S.p.A.

Finmeccanica, through Selex ES, will act as prime contractor for all of the new naval units’ combat systems. Selex ES will provide sensors, such as the new multi-functional radar, and will also take on responsibility for all subsystems, included those provided by OTO Melara, WASS, MBDA and Elettronica.

In addition, Selex ES and Fincantieri will develop together the innovative «Cockpit» system. This system will, for the first time ever, allow for the integrated management of sailing and combat system operations, using augmented reality to allow both functions to be effectively managed with fewer operators.

LSS – Logistic Support Ship

The LSS is a vessel that provides logistics support to the fleet, endowed with hospital and healthcare capabilities thanks to the presence of a fully equipped hospital, complete with operating rooms, radiology and analysis rooms, a dentist’s office and hospital rooms capable of hosting up to 12 seriously injured patients. The ship is capable of combining capacity to transport and transfer to other transport vessels used for liquids (diesel fuel, jet fuel, fresh water) and solids (emergency spare parts, food and ammunitions) and to perform at sea repairs and maintenance work for other vessels.

The defense systems are limited to the capacity of command and control in tactical scenarios, communications and dissuasive, non-lethal defense systems. The vessel is also capable of embarking more complex defence systems and becoming an intelligence and electronic war platform.

  • 165 meters/541 feet long;
  • Speed of 20 knots/23 mph/37 km/h;
  • 200 persons including crew and specialists;
  • 4 replenishment station abeam and 1 astern;
  • Capacity to supply drinking water to land;
  • Capacity to provide electricity to land with 2,500 kW of power;
  • Possibility of embarking up to 8 residential and healthcare modules;
  • Capacity to perform rescues at sea, through recovery and seabed operations (the ship is equipped with an 30 tons offshore stabilized crane stabilized);
  • Base for rescue operations through helicopters and special vessels.

Delivery is scheduled in 2019.
