Oshkosh Defense, LLC, an Oshkosh Corporation company, announced on December 18, 2019 that the U.S. Army Contracting Command – Warren has placed an $803.9 million order for 2,721 Joint Light Tactical Vehicles (JLTVs). Additional orders from the U.S. Army Contracting Command are anticipated within this fiscal year.

This order includes JLTVs for the U.S. Army, U.S. Marine Corps, U.S. Air Force, and U.S. Navy. It also includes vehicles for the country of Montenegro via Foreign Military Sale (FMS). The distribution of JLTVs ensures that multiple branches of the United States military have the light tactical vehicle they need to perform missions that support the National Defense Strategy.

Today’s order also includes 30 JLTVs for the country of Montenegro, among the first NATO allies to receive the vehicle.
Oshkosh Defense, LLC, an Oshkosh Corporation company, displayed three Joint Light Tactical Vehicles (JLTV) and for the first time ever, a Light Combat Tactical All-Terrain Vehicle Command and Control (L-ATV C2), at the Association of the United States Army (AUSA) National Conference. The vehicles were on display at the Walter E. Washington Convention Center, Washington, D.C., from October 14 to October 16, 2019.

«The JLTV fleet provides our armed forces a critical combination of protection and extreme off-road mobility to ensure reliable maneuverability within combat formations», said George Mansfield, Vice President and General Manager of Joint Programs for Oshkosh Defense. «The L-ATV C2 provides the same level of protection and extreme off-road mobility as our already fielded JLTV platform. In addition, the L-ATV C2 houses a robust communications suite, giving our armed forces the unique and highly-desirable advantage of staying well-connected while on the move».
Oshkosh Defense partnered with L3Harris Technologies to demonstrate a communications suite capability, representing just one of the ways a mobile command center can be configured on the back of a highly mobile light tactical wheeled vehicle. The L-ATV C2 has ample available power and configuration flexibility to adjust and modify its interior – depending on the needs of the commander and the crew. «The L-ATV C2 allows commanders to quickly maneuver on the battlefield, directing dismounted units using assured communications provided by the integrated C4 equipment», concluded Mansfield. Further, the modular nature of the interior can accommodate any number of workstations and/or communications equipment rack locations to provide optional layouts that work for personalized missions and the crew carrying them out.
The L-ATV C2 will also feature a Black Hornet Vehicle Reconnaissance System (VRS) made by FLIR. The Black Hornet equips armored or mechanized vehicles with an immediate, organic, and self-contained surveillance and reconnaissance system.
Oshkosh will also display a 2-door Utility JLTV in their booth, outfitted with the Uvision Hero-120 Tactical System. Ideal for anti-tank missions or other strategic objectives, the Hero-120 is the largest of Univision’s short-range systems. It carries a 3.5 kg/7.7 lbs. warhead and can ensure an extended flight time of 60 minutes.
Elbit Systems will display a 2-door Utility JLTV equipped with a SPEAR in their booth. Elbit’s SPEAR is a fully autonomous, vehicle-mounted 120-mm soft recoil mortar system for high-mobility platforms.
An additional 4-door General Purpose JLTV will be on display at AUSA in Kongsberg’s booth. This JLTV will be equipped with the Javelin Integration Kit (JIK) and an LW30 Remote Weapon Station (RWS).
The State Department has made a determination approving a possible Foreign Military Sale to Lithuania of five hundred Joint Light Tactical Vehicles with support for an estimated cost of $170.8 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 27, 2019.
Light Combat Tactical All-Terrain Vehicle (L-ATV)
The Government of Lithuania has requested to buy five hundred Joint Light Tactical Vehicles, M1278A1 Heavy Guns Carriers. Also included are Baseline Integration Kits; Ballistic Kits Armor; Explosive Formed Protection Kit; Shot Detection Boomerang Kits; Shot Detection, Boomerang III; GPS Stand Alone kits; Network Switch – 8 port; M153 Common Remote Weapon Stations (CROWS); CROWS Baseline v2 Integration Kit; MK-93 Weapons Mounts; M2 QCB .50 CAL/12.7-mm Machine Guns; M230 TAC-FLIR Systems; Opaque Armor (windows); Basic Issue Item Kits; Winch Kits; Flat Tow Kits; Run-Flat Kits; Spare Tire Kits; Combat Bumper Kits; Duramax Turbo Engine with Allison 6 speed automatic transmission and 4×4 TAK-4i Independent suspension systems; personnel training and training equipment; U.S. Government and contractor engineering, technical and logistics support services; and other related elements of logistical and program support. The total estimated program cost is $170.8 million.
This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the military capability of Lithuania, a NATO ally that is an important force for ensuring political stability and economic progress within Easter Europe.
The proposed sale of the Joint Light Tactical Vehicle (JLTV) will help improve Lithuania’s light tactical vehicle fleet and enhance the capabilities to meet current and future enemy threats. Lithuania will have no difficulty absorbing this equipment into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractor will be Oshkosh Defense LLC of Oshkosh, Wisconsin. There are no known offset agreements associated with this proposed sale.
Implementation of this proposed sale will not require the assignment of additional U.S. Government or contractor representatives to Lithuania. However, it is anticipated that engineering and technical support services provided by the U.S. Government and/or the contractor may be required on an interim basis for training and technical assistance.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Oshkosh Defense, LLC, an Oshkosh Corporation company, announced on August 23, 2019 that the U.S. Army has awarded Oshkosh Defense along with teammate, Flyer Defense LLC, a Task Assignment award under an existing Project Agreement with the National Advanced Mobility Consortium (NAMC) to develop the new Infantry Squad Vehicle (ISV).

Under the award, Oshkosh and Flyer will deliver two prototype ISVs in support of government testing and evaluation.

Flyer Defense is most prominently known for the highly successful GMV 1.1 deployed around the world by U.S. Special Operations Forces as well as the U.S. Army A-GMV (Army-Ground Mobility Vehicles), which is fielded as the interim ISV solution. Flyer Defense is the design authority and leads the build team for the two prototype ISVs which will be submitted to the government for testing. If selected, Oshkosh Defense will be responsible for manufacturing the production phase vehicles. «The Oshkosh and Flyer team brings together an abundance of tactical wheeled vehicle design and manufacturing expertise and we’re very confident in our team’s ISV offering», concluded Mansfield.
The ISV production contract award is expected to take place in the Spring of 2020. In total, the U.S. Army plans to procure 651 vehicles and associated hardware and services between fiscal years 2020 and 2024.
Oshkosh Defense, LLC, an Oshkosh Corporation company, announced on May 30, 2019, that the U.S. Army Tank-automotive and Armaments Command (TACOM) has awarded Oshkosh Defense and partner, Broshuis B.V., a contract to produce semitrailers for the Heavy Equipment Transporter (HET). The contract award is in response to an Operational Needs Statement (ONS) from the U.S. Army Europe for a semitrailer that can deliver increased payload capability while gaining European road permissions.

The contract, initially awarded at $13.3M, has a maximum value of $109.8M and calls for 170 semitrailers to be delivered between FY20 and FY21.
The HET was designed by Oshkosh Defense to provide rapid movement of mission-critical equipment including tanks, armored vehicles, and recovery vehicles. Oshkosh Defense has been producing the HET for the U.S. Army since 1976. Broshuis B.V., has over 130 years of experience providing innovative semitrailers for specialized commercial and military transport.

The U.S. Army’s selection comes after two prototypes successfully completed a 3-month test and evaluation phase at Aberdeen Test Center in Maryland. The semitrailers were evaluated on their payload capacity, transportability, loading and unloading efficiency of operational and disabled vehicles, and overall logistics capability.

Oshkosh Defense was first awarded the FMTV A1P2 contract in 2009 and to date, has delivered more than 38,100 trucks and trailers.
In February 2018, Oshkosh Defense was awarded a production contract for the next generation FMTV, the FMTV A2. Since receiving the award, Oshkosh has started building vehicles in support of Production Verification Testing (PVT), Live Fire Testing (LFT) and logistics development. Oshkosh expects the FMTV A2 program to transition to low rate production in FY21.

Through recapitalization, vehicles are stripped to the frame rails, rebuilt to the latest configuration and returned to the fleet in zero-mile, zero-hour condition with the same technology, safety features, bumper-to-bumper warranty and life cycle cost advantage of a new vehicle
Under the contract, Oshkosh will recapitalize a total of 407 Heavy Expanded Mobility Tactical Trucks (HEMTT) and Palletized Load System (PLS) trucks as well as manufacture 601 new PLS trailers.
The HEMTT and PLS have been in the Army’s fleet since 1981 and 1990 respectively, and Oshkosh has been performing recapitalization services on these vehicles since 1995.

«The JLTV also features a Vehicle Integration for C4ISR/EW Interoperability (VICTORY) compliant modular, scalable, open architecture system to support rapidly evolving Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) suites», Mansfield continued. «This provides our Soldiers and Marines a vehicle that is capable of serving as a mobile command center. Today, other vehicles with this level of C4ISR capability are much larger, with little mobility».
The JLTV fills a critical capability gap for the U.S. Army and Marine Corps by replacing a large portion of the legacy uparmored High Mobility Multipurpose Wheeled Vehicle (HMMWV) fleet with a modern light protected vehicle.

Oshkosh FMTV A2 makes debut at AUSA 2018, multiple JLTVS command the show floor
The Oshkosh FMTV A2 was on display for the first time at AUSA 2018. Oshkosh was awarded the FMTV A2 contract in February 2018, following the Army’s competitive request for proposal (RFP) for an upgraded platform with improved payload, underbody protection, ride quality, mobility, engine power, electronics, diagnostics, and safety enhancements.

The FMTV A2 fleet of vehicles will be comprised of 16 models, allowing it to perform a wide range of duties from supporting combat missions, to relief efforts, to logistics and supply operations.
In addition to the FMTV A2, three fully integrated JLTVs was also found on the AUSA show floor. The JLTV on display in the Oshkosh Defense booth was outfitted with the Kongsberg Common Remotely Operated Weapon Station (CROWS) with the Javelin Integration Kit (JIK) and .50 Caliber/12.7-mm Machine Gun.
A second JLTV was integrated with the Kongsberg PROTECTOR II Remote Weapon System (RWS) with a XM914 Lightweight 30-mm Cannon, the JIK, and a 7.62 coax machine gun and was on display in the Kongsberg booth #239. The third JLTV on display was in the IMI Systems booth #3125 featuring the Iron Fist Active Protection System (APS).
«Oshkosh has an exciting few months coming up with the JLTV program», Bryant continued. «First, we expect a Full Rate Production (FRP) decision in early FY19. At that time, we will substantially ramp up our JLTV production. Following the FRP decision, the U.S. Army and the U.S. Marine Corps will begin fielding JLTVs. We look forward to getting these vehicles into the hands of our service members».
