Integrated Sea Trials

USNS Puerto Rico (EPF-11), successfully completed the first integrated sea trials for an Expeditionary Fast Transport (EPF) ship August 22. The ship returned to the Austal USA shipyard following two days underway in the Gulf of Mexico.

During trials, the shipbuilder conducted comprehensive tests to demonstrate the performance of all of the ship’s major systems.

Expeditionary Fast Transport Ships are non-combatant vessels designed to operate in shallow-draft ports and waterways, increasing operational flexibility for a wide range of activities including maneuver and sustainment, relief operations in small or damaged ports, flexible logistics support, or as the key enabler for rapid transport. The ships are capable of interfacing with roll-on/roll-off discharge facilities, as well as on/off-loading vehicles such as a fully combat-loaded Abrams Main Battle Tank.

EPFs support a variety of missions including the overseas contingency operations, conducting humanitarian assistance and disaster relief, supporting special operations forces, and supporting emerging joint sea-basing concepts.

In addition to Puerto Rico, Austal USA is also currently in production on the future USNS Newport (EPF-12), and is under contract to build the future USNS Apalachicola (EPF-13) and EPF-14.

As one of the Defense Department’s largest acquisition organizations, PEO Ships is responsible for executing the development and procurement of all destroyers, amphibious ships, special mission and support ships, and boats and craft.

Austal Limited (Austal) has been awarded a new A$369 (US$261,776,539) million contract for two additional Expeditionary Fast Transport Ships (EPF) by the U.S. Navy.

The contract award extends the EPF program to 2022, with construction of EPF-13 to commence in late 2019 and EPF-14 to follow in the middle of 2020. The contract follows the award for long-lead time materials on EPF-13 and EPF-14 that was announced in December 2018.

The 14-ship, EPF program has to date been worth over US$2 billion and underscores the ability of Austal USA to build highly capable ships at an affordable cost.

«The extension of this program to 14 vessels is a result of the versatility of the EPF platform to perform an increasing range of roles for the U.S. Navy combined with the confidence our customer has in it. We continue to believe that the EPF vessel, in various configurations, has a long future ahead of it», Austal CEO, David Singleton said.

«We have a proven ability to build these cost-effective vessels efficiently at our state-of-the-art manufacturing facility in Mobile, Alabama and as a result they will continue to underpin the shipyard for several years to come. We are pleased to add these new vessels to what is already a record order book, which includes the contract Austal recently received for two additional Independence Class, Littoral Combat Ships (LCS)».

The EPF’s large, open-mission deck and large habitable spaces provide the opportunity to conduct a wide range of missions including engagement and humanitarian assistance to disaster relief, maritime security support operations, intelligence, surveillance, and reconnaissance across the world.

The design of the EPF has a shallow draft of 13 feet/3.96 m and an advanced water jet propulsion system, enabling speeds greater than 40 knots/46 mph/74 kph. This capability provides EPF the versatility to access austere and degraded ports with minimal external assistance, enabling the vessels to support requirements in special operations, command and control, and support operations.

Twelfth EPF vessel

The U.S. Navy held a keel laying and authentication ceremony for its twelfth Expeditionary Fast Transport (EPF) vessel, USNS Newport (T-EPF-12), at Austal USA’s shipyard., January 29. The keel was said to be «truly and fairly laid» as it was authenticated by Charlotte Dorrance Marshall, signing her initials into the keel plate.

The milestone we celebrate today is the first of many as we work to deliver another highly capable platform».

The ships are capable of interfacing with roll-on/roll-off discharge facilities, as well as on/off-loading vehicles such as a fully combat-loaded Abrams Main Battle Tank.

EPFs support a variety of missions including the overseas contingency operations, conducting humanitarian assistance and disaster relief, supporting special operations forces, and supporting emerging joint sea-basing concepts. EPFs are capable of transporting 600 short tons 1,200 nautical miles at an average speed of 35 knots. Each vessel includes a flight deck to support day and night aircraft launch and recovery operations. Burlington will have airline-style seating for 312 embarked forces with fixed berthing for 104.

USNS Burlington (T-EPF-10) was delivered in November2018, and Austal USA is currently in production on USNS Puerto Rico (T-EPF-11), which was christened in November 2018. The U.S. Navy issued Austal long-lead-time material contracts in late 2018 for EPF-13 and EPF-14.

The U.S. Navy christened its newest Expeditionary Fast Transport (EPF), the future USNS Puerto Rico (T-EPF-11), during a 10 a.m. CST ceremony Saturday, November 10, at the Austal USA shipyard in Mobile, Alabama.

The principal speaker was congresswoman Jenniffer González-Colón, Resident Commissioner of Puerto Rico. Justice Sonia Sotomayor, Associate Justice of the Supreme Court of the United States served as the ship’s sponsor. In a time-honored Navy tradition, she christened the ship by breaking a bottle of sparkling wine across the bow.

«This ship honors the Commonwealth of Puerto Rico and the contributions Puerto Ricans have made to our nation and Navy and Marine Corps team», said Secretary of the Navy Richard V. Spencer. «USNS Puerto Rico will provide our commanders high-speed sealift mobility and agility and I am thankful for this ship, her crew, and our industrial force teammates whose service makes this great ship possible».

The future USNS Puerto Rico, designated T-EPF-11, will be the first active ship in naval service to honor the island in the West Indies east of Hispaniola. An Alaska class cruiser named Puerto Rico (CB-5) was authorized July 19, 1940, but construction was cancelled June 24, 1943.

With an all-aluminum shallow-draft hull, the EPF is a commercial-based catamaran capable of intra-theater personnel and cargo lift providing combatant commanders high-speed sealift mobility with inherent cargo handling capability and agility to achieve positional advantage over operational distances.

EPF class ships are designed to transport 600 short tons of military cargo 1,200 NM/1,381 miles/2,222 km at an average speed of 35 knots/40 mph/65 km/h. The ship is capable of operating in shallow-draft ports and waterways, interfacing with roll-on/roll-off discharge facilities, and on/off-loading a combat-loaded Abrams main battle tank (M1A2).

The EPF includes a flight deck for helicopter operations and an off-load ramp that will allow vehicles to quickly drive off the ship. EPF’s shallow draft (under 15 feet/4.57 meters) further enhances littoral operations and port access. This makes the EPF an extremely flexible asset for support of a wide range of operations including maneuver and sustainment, relief operations in small or damaged ports, flexible logistics support, or as the key enabler for rapid transport.

The EPF program delivered its ninth ship late last year, USNS City of Bismarck (T-EPF-9), with delivery of USNS Burlington (EPF-10) planned for mid-November. USNS Newport (EPF-12) are currently under construction at Austal’s shipyard.

Acceptance Trials

The Navy’s 10th Expeditionary Fast Transport ship, Burlington, successfully completed Acceptance Trials, August 3 after two days of underway evaluation in the Gulf of Mexico.

The ship successfully demonstrated the readiness of its equipment and systems for operations, both dockside and underway, for the Navy’s Board of Inspection and Survey. The ship returned to the Austal USA shipyard and will now begin preparations for delivery to the Navy later this year.

The future USNS Burlington, designated T-EPF-10, will be the first ship in naval service to honor Burlington, Vermont’s largest city. The first Navy ship Burlington (PF-51) was named for Burlington, Iowa, and served during World War II.

The principal speaker is U.S. Senator Patrick Leahy of Vermont. Mrs. Marcelle Pomerleau Leahy, Senator Leahy’s wife of 55 years, served as the ship’s sponsor. In a time-honored Navy tradition, she christened the ship by breaking a bottle of sparkling wine across the bow.

«This ship honors Burlington, Vermont, a city that embodies American values and its patriotic, hardworking citizens for their support and contributions to our Navy», said Secretary of the U.S. Navy Richard V. Spencer. «Burlington, like the other ships in the EPF program, will provide our commanders high-speed sealift mobility and agility. I am thankful for this ship and her crew who will serve our nation for decades to come and I am thankful for our industrial force teammates whose service makes this great ship possible».

With an all-aluminum shallow-draft hull, the EPF is a commercial-based catamaran capable of intra-theater personnel and cargo lift providing combatant commanders high-speed sealift mobility with inherent cargo handling capability and agility to achieve positional advantage over operational distances.

EPF class ships are designed to transport 600 short tons of military cargo, 1,200 nautical miles/1,381 miles/2,222 km, at an average speed of 35 knots/40 mph/65 km/h. The ship is capable of operating in shallow-draft ports and waterways, interfacing with roll-on/roll-off discharge facilities and on/off-loading a combat-loaded Abrams main battle tank (M1A2).

The EPF includes a flight deck for helicopter operations and an off-load ramp that will allow vehicles to quickly drive off the ship. EPF’s shallow draft (under 15 feet/4.57 meter) further enhances littoral operations and port access. This makes the EPF an extremely flexible asset for support of a wide range of operations including maneuver and sustainment, relief operations in small or damaged ports, flexible logistics support or as the key enabler for rapid transport.

The EPF program delivered its ninth ship late last year, USNS City of Bismarck (T-EPF-9). USNS Puerto Rico (T-EPF-11) and USNS Newport (T-EPF-12) are currently under construction at Austal’s shipyard.

The U.S. Navy accepted delivery of its ninth Expeditionary Fast Transport (EPF) vessel, USNS City of Bismarck (EPF-9), December 19.

EPFs are shallow draft, all aluminum, commercial-based catamarans that are capable of intra-theater personnel and cargo transport which provide combatant commanders high-speed sealift mobility. EPFs enable rapid projection, agile maneuver and transport of personnel, equipment and supplies over operational distances with access to austere and degraded offload points.

«EPFs continue to be excellent additions to the U.S. Navy force», said Captain Scot Searles, Strategic and Theater Sealift program manager, Program Executive Office (PEO) Ships. «With the delivery of EPF 9 to the fleet, the U.S. Navy continues to provide a variety of capabilities to U.S. operations around the globe».

As versatile, non-combatant vessels, EPFs provide increased operational flexibility for a wide range of activities including maneuver and sustainment, relief operations and flexible logistics support. These vessels are capable of interfacing with roll-on/roll-off discharge facilities and on/off-loading a combat-loaded Abrams Main Battle Tank. The EPFs include a flight deck to support day and night aircraft launch and recovery operations and airline-style seating for 312 embarked forces with fixed berthing for 104. USNS City of Bismarck (EPF-9) will be owned and operated by the Military Sealift Command.

City of Bismarck was constructed by Austal USA which is currently under contract for the construction of three additional EPFs. USNS Burlington (EPF-10) held its keel laying ceremony in September 2017. Additionally, USNS Puerto Rico (EPF-11) and EPF-12 were awarded in September 2016 and are currently in the early stages of production.

As one of the Defense Department’s largest acquisition organizations, PEO Ships is responsible for executing the development and procurement of all destroyers, amphibious ships, special mission and support ships, and special warfare craft.

The U.S. Navy held a keel laying and authentication ceremony for its tenth Expeditionary Fast Transport (EPF) vessel, USNS Burlington (EPF-10), September 26.

The keel was said to be «truly and fairly laid» as it was authenticated by William Pfister, Vice President Emeritus of Austal USA, signing his initials into the keel plate. As the keel is the symbolic backbone of a ship, the keel laying ceremony is a major milestone in the construction process.

Each vessel includes a flight deck to support day and night aircraft launch and recovery operations. Burlington will have airline-style seating for 312 embarked forces with fixed berthing for 104.

The EPF program delivered its eighth ship, USNS Yuma, earlier this year and USNS City of Bismarck (EPF-9) is preparing for its second set of sea trials before delivery later this year. USNS Puerto Rico (EPF-11) started construction earlier this year and EPF-12 started construction earlier this week.

The U.S. Navy christened its newest Expeditionary Fast Transport (EPF), the future USNS City of Bismarck (T-EPF-9), during a 10 a.m. CDT ceremony Saturday, May 13, at the Austal USA shipyard in Mobile, Alabama.

The future USNS City of Bismarck, designated T-EPF 9, will be the first ship in naval service to honor the city of Bismarck, the capital of the state of North Dakota.

The principal speaker was Air Force General Darren McDew, commander, U.S. Transportation Command. The Honorable Jane Harman, former congresswoman from California, served as the ship’s sponsor. In a time-honored Navy tradition, she christened the ship by breaking a bottle of sparkling wine across the bow.

«We are honored that former Congresswoman Harman will serve as sponsor for the newest ship in our fleet», said the Honorable Sean Stackley, acting secretary of the U.S. Navy. «She has had a distinguished career working to improve our nation’s security and her relationship with Bismarck and its crew will be a continuation of those efforts».
